Diffraction really depends on the size you view it at. So what size are you printing to?
In general if you see diffraction at f/9, when you put the converter on you'll still see it at f/9 - note this will not be the same size opening as without the TC. If the lens had an aperture ring it would not be on f/9 - this will be f/9 after the TC adds it's stop. Luckily the camera takes this into account so f/9 is really f/9 with or without the converter. Your Mileage May Vary as far as diffraction...
