Yes by definition. In crop mode, all DA lenses are compatible; that is the reason for it. You still see the vignetting in the viewfinder but it isn't captured in the image. The crop frame will appear to show you how much you are getting and what's being left out..

Price wise the 16-85 mm is on sale with $146 off. As the 28-105 mm is a new lens and not on sale, is it possible it may drop in price in the next two months? It so hard to fight LBA!

Thank you for all the hints and comments. This forum is a big reason for me to stay Pentax. I buckled over boxing day and bought the 28-105 mm for $399 USD. I figured that I won't miss out on the wide end as I already own the DA 12-24. Also it is nice to get that little bit of extra reach over the 16-85 mm. Now, to get back to shooting....

In my opinion you cannot really build a lens line up on a crop sensor that will work as well on FF. I also think that lenses are designed for certain cameras and formats and that a 35mm FF lens is not the same as replacement for a normal lens on APS-C. The only lens I like in both worlds is the DFA 70-200.
Sold all my APS-C glass shortly after going FF. FF lenses will look/feel oversized and somehow wrong. I understand that it is tempting to start with an APS-Ccamera get FF lenses and later get the camera for it, but it will always feel like a compromise. Get a used FF camera and decent glass to start cheap. Can't find a cheap used Pentax FF body, well, sorry Pentax. I would not consider putting my 24-70 on a K3 - it feels just wrong. 82 mm filter diameter zoom on an APS-C camera.
Best Pentax option, get a generic APS-C short zoom and buy a 70-200 to go with it. Keep the 70-200 for live and replace the short zoom at some point.

My current line up of lenses that are full frame or nearly full frame:

FA limited 31, DA limited 40, F 50 f1.7, DA LTD 70, FA ltd 77, DFA 100 WR, Da* 200, FA* 300

DA* 60-250

I enjoy these on my K-3 as they are. I do have apsc lenses that fill some gaps including the wider end on apsc.

Oh I forgot the A 50 f2 and Takumar bayonet 135 f2.5 and a few others.
