I can't speak for a 300mm lens as I have yet to find one on the cheap (same as you, am still looking). In the meantime, I have the SMC M 200mm f4 (which I picked up in a thrift store for less than 30$) and while not exactly the effective range you are looking for, I was extremely surprised by the IQ of such a cheap lens.

SMC Pentax-M 200mm F4 Reviews - M Prime Lenses - Pentax Lens Reviews & Lens Database over 95% of people have recommended the lens and it is highly rated... As far as moon photos go, I think it should be decent for your uses (In fact I might give my 200mm a try tonight during the penumbral eclipse if the weather permits it).
Just my 2 cents but I highly recommend the 200mm if you can find one
