Do you have the 21? If not I'd say just go for it with the lens you already own, the 15 is a good one.

15 or 21?
I have 15, and used to own a FA20 and I use K3. To me a perfect "walkaround" Focal length for APS-C is 20 mm or 21 according to your question.
I like 15 for long exposure night scrape stuff. But I think it make people face looks funny, and (off topic) its build in hood is absolutely annoying me. Walking sometime running around 4-6 hours at night and hope that the hood will help protect the front glass if I accidentally bump into something? nope, it often retracted back unnoticed. not a fan of this type of hood. anyway, I like 20/21 mm focal length for general walkaround photo. I often take only a 20mm with me on trips, and may be a Gollarpod in back pocket. no camera bag, no lens change, no drama. That's my take.

since my fa20 is broken, I plan to get a 21 for my upcoming trip, but waitting with a "little little" hope to see if Pentax will show me a 21 wr version on CP+? I would love it so much, if somehow they did,

I had the 21mm for a while. While a fine lens, it was kind of "meh" for me.
It is funny because I bought the 31mm for my K-1, which is very close in angle of view to the 21mm and I LOVE the 31mm.
I think the reason I did not like the 21mm is the slower aperture. I like the ability to have subject isolation with a wide angle lens, which is compromised by both the slow aperture and the crop sensor.

Here's what I take my Sigma 8-16, DA 18-135, DA*60-250, then the 21 ltd and 40 XS, because they weigh next to nothing and take very little space. The 18-135 stays on the camera for centre sharp images, but gets replaced by the 60-250 if I want edge to edge sharpness for landscapes. I often want wider than 15mm, or 14 mm.

And of course I also have the 50 macro, again very light, doesn't take much space, but sometimes you just have to have macro.

HOW Dare you speak like that of the 21mm lens. Oh yea....I had it too and got rid of it for the same reason

I also have the 31mm and love it on my K-3. I really like my DA 14, FA 31 combo. Two great lenses.

I did a little addition and Norm says he heads out with nearly 5 pounds of just lenses with that combination of three zooms and two primes. That... seems excessive.

Sticking with my suggestion of taking the 10-17FE and 18-135 and that's it. But I like things simple.

Oh, I'll have the whole bag, but the big event is the 100th Birthday party for Man O' War and that will be his statue, the museum (maybe a bit indoors, who knows) and whatever else is going on at the Kentucky Horse Park that day. If I need the light the answer is the 21 @ 3.2 (but then again I also have the 50 @ 1.8 and the flattie 40XS @ 2.8). Heck, I have a Sony Cybershot that will fit in my pocket, and an iPhone.
Based on what it sounds like you will be shooting, I would think the 21 is more appropriate, as the 15 might give too extreme of a field of view. But maybe you have a better idea of what the museum/park is like, and would know of opportunities for the 15mm.

Wow. And I'm agonising over which lenses and cameras to take away with me for the better part of four WEEKS rather than a few hours.

I settled on DA15, DA18-135, FA50/1.4. Each has a specific job to do (or rather, niche to fill). Bodies are K-5 and currently the MX, though I might weaken and grab the ME and/or the 40/2.8M again at the last possible second. Thing is, I tried to pocket them in my travel vest with the FA50/1.4 on and that simply doesn't work anywhere near as well. It fits - just - on both cameras, but nowhere near as well as the 40/2.8 does on either (especially the ME).

pentax leaves you with limited options, the 21 should be good.

I don't know what it is like, that is the problem. But I arrive a few days before the event so I can scope it out.

Imo the 21 is a better choise than the 15. The 21 is wide enough and is quite good for shooting people to. The 15 is too wide for people, lot of distortion in figures. I have the 21 stuck in my K-01. I use it a lot for videos of people in close distance too. Another lens I use a lot is the 40. I have it stuck in my K-x. It is very good for general photography. Though I own more than 30 pentax lenses I have come up to using these too almost exclusively. Both the 21 and 40 are very very small also and are ideal to carry around in your camera. I don't like at all bulky lenses.

The 21 would be my 1st choice.... and has been....the 15 is a more considered lens... less general purpose. A 21 and a 300 is a fun 2 lens set up.

The DA 21, while not necessarily my very best lens (although very close to my best lens), is my favorite, and part of the reason is that it stays on the camera. The DA 15, while capable of amazing things, is, with it's more extreme view and extreme field curvature, considerably more difficult to use and often just too wide for everyday shooting. I'd definitely go with the DA 21 over the DA 15.
