In the US, the price for the Pentax is 1299 dollars and the price for the Tamron is 1199 dollars (there is an additional 100 off after a mail in rebate). Hard to say why distributors in other countries would choose to price gear higher than they need to.
Here in the UK, the Pentax version is around 1500 ($1900) the Tamron version for nikon or canon mount is about 665 ($880) it's absolutely ridiculous.

Is it cheaper if you buy from the US and just pay the VAT on it or could you find a used copy of it?

Is it Ricoh/Pentax who set the prices in a market, or is it the local distributer?

If you go to the B&H site, it calculates taxes and duty (plus carriage) - for the UK - and the lens then comes out at a shade under $1750* - it's mostly the tax we pay that causes the problems!

*In real world bank currency selling terms, this would be 1,400 - plus bank charges - a real but small saving

I'm looking for an used one, it can be found for a reasonable price here in EU, and since it's a lens that one only sells in very particular circumstances it's usually in top shelf conditions or so.

Buying new at that price is somewhat annoying and unjustified IMO.
