Here is a short survey to see if the Pentax community would have an interest in such a lens.
I believe it would fill a gap in the DA Limited prime lineup...a true normal for APS-C.

Check out the short 5 question survey and results here; Copy of Pentax HD DA 28 f/2.8 Survey
Too close to the FA 31mm IMO.

28mm? We have a 28-105, and the 31 ltd. I would think a 24 or 20 would be better positioned.

No doubt, I do prefer the 43 most of the time, but the 31 is worth every penny. Get one used, with a few scratches in the paint, a big helping of patience for just the right deal, and they aren't all that expensive. Mine came in at $550; and it's worth that for sure.

As 6BQ5 has said, I think any lenses Pentax brings out in the future, should work for both ASP-C and Full Frame. I have both ASP-C and FF bodies and use both sensor type bodies...K10D, K-5 and K-1 . I would like to be able to use any new Pentax lens without compromise on both ASP-C and FF... and there are a lot of Pentaxians out there, like me, that have similar needs.

A 28 mm is not wide enough. At least a 24mm...on a FF... would be more like it. I think Normhead said somewhere around 20 to 24mm.I agree. After thinking about it, I would prefer a 20mm range (FF). I have a 12-24 ASP-C Pentax lens..really like it, but at 12mm (ASP-C) it gets a bit 'too' wide for me. Think 12mm ASP-C translates to around 18mm FF.

F 2.8 also..

I have an 18-135 for ASP-C and the 28-105 for the k-1 as others do. They're great for general purpose lenses and have moderate wide angles. But like Oliver Twist said to Mr. Bumble...I want more.....well just a bit more (20mm).....

Ther eare too many old 28/2.8s out there for a DA limited to sell much, I think.

I'd very seriously consider a 28mm f/2 though, or even better, a 30mm f/2 DA limited.

I asked for this in the last Ricoh survey, it's normal fov on APS-C and necessary as the 31 is way too expensive for a normal prime.

Bingo! The 31 is way too expensive and a pancake HD DA 28 with WR would be smaller than the 31 aligning well with a compact body such as the KP.

Bingo! The 31 is expensive and the reason I passed it by. A pancake HD DA 28 with WR would be smaller than the 31 aligning well with a compact body such as the KP. Not all of us amateurs find the K-1 and full frame glass affordable. The HD DA Limited's give us the opportunity invest in very high quality glass at a price we can live with.

for DA a 23mm F2 would be great. 35mm equivalent and reasonably bright.

I'm just not sure why Pentax would spend money on an APS-C 28mm, when the 31 exists.
Probable because there are a lot more Pentax APS-C shooters than full frame shooters and many may not go down the full frame path. I for one am very satisfied with humble Pentax APS-C bodies and the results from DA Limited and DA* glass.

Given the size of the FA 28mm, I think it would be a big mistake to limit the lens to APS-C. FF would enable the buyer to move up or use on certain film bodies.
I'd be fine with plastic, it need not be limited. The HD 20-40 contains this lens as requested anyway.

There’s also the Sigma 30/1.4. Terrible corners, but amazing center.

I don't understand some of the comments here. Saying the 28 is too close to the 31... was that an issue when the FA 28 and FA 31 were both on the market together at the same time? Saying that there are old 28's on the market so this won't sell, is that killing sales of 50's?

The Sigma 30's always seemed cool in theory but they're not small and light, either, and I think Pentax would deliver a more well rounded product in a smaller package.

Maybe you own lenses at every 3mm apart, most of us have to try and spread them out a bit, if not on our shelf, at least in the camera bag. For me, I find the 28-105 is quite good at 28. The only way they have any chance at all of selling me a 28 is if it's 1.8 and that's a very slim chance at best. It would have to be cheaper or better than the 31, and that's a pretty tall order.
