To be truthful,I know nothing about either lens, but which one produces the images you like more? Does either one have a weakness that gets in the way of your photography?

I do not own any of these lenses, i found it on ebay for reasonoble price, so i need to decide which one to buy, or maybe to wait for some other. There is almost no information on the internet about these two lenses but Titamatic looks little bit more solid

Buy both and keep the one that performs best, sell the other.

A Titamatic just sold in Australia for Aus $ 7.5 plus postage. I wonder if that was the one?
The Beroflex does have some info on the net and one post with images showed it is capable. Made by Cimko?
Good luck for you to like it if you buy one.

I have a very cheap old 28mm. It doesn’t take very sharp photos, but it’s fun. My guess is these will also be pretty poor from an IQ standpoint. I would advise getting something with a review here in the database, at least then you have a way to predict. Even a much more expensive 28 is still very cheap.

if it is a manual focus, cheap 28mm (and you aren't looking at Pentax 28's), I've had good results from both the Sigma Mini-Wide II and the Tamron Adaptall-2 02B lenses...

I have a selection of 28mm lenses, Bell & Howell, Hoya, Olympus, Pentax, Sigma, Soligor and Vivitar and I believe all of them could be less effective on digital than a good modern zoom apart from the maximum aperture.
Of mine, the Pentax-M 28mm F:3.5 is probably my favourite though the Vivitar 28mm F2.8 close focus is quite good for close subjects, The predecessor to the Pentax-M 28mm F:3.5, the K version is generally touted as being very good, perhaps the best of the Pentax legacy lenses unless you want to go for a F:2 aperture lens.
However as Kozlok pointed out, legacy 28mm lenses can be found very cheap and sold on if you don't like it. Lots of reading available in the forum about 28mm lenses, perhaps you will be guided by the posts and threads.
I don't like my Tamron 28mm F:2.5 very much, I should really get on with disposing of it. Someone will have it as it is adaptable to other Camera brands.

I now am in possession of both and can confirm that they are capable of very good images. I would sell one or the other if someone really wanted them since I usually have my DA 20-40 on my KP if I am not looking for birds.
