Modify off-brand teleconverter

Is it possible to modify an off-brand teleconverter so that it sends the adjusted focal length for shake reduction and exit data?

No, the focal length information is polled from the lens by the camera using the "data" contact on the mount. Non-AF lenses lack this contact. A brand-X TC may have the contact, but you would still need a chip to wire to it to spoof an AF lens.
