I don't know how often you buy lenses and other photographic gear from eBay, but in my experience you have to get used to some disappointments. There's a very reputable seller of Soviet lenses in the Ukraine that I've bought many items from. Last year, I bought a "new / old stock" Zenitar-ME1 lens from him, sold as perfect in every way, and fully serviced. When it arrived, I inspected it, and though it was indeed cosmetically and optically perfect, there was oil on the diaphragm blades that prevented the mechanism from working. My conclusion, either his service guy had used the wrong lubricant, or he'd done a quick and dirty job by squirting some sort of lubricant thinner into the lens, and the result was migrated oil. I worked with him to agree a significant partial refund, and we were both happy. But I could have insisted on a return and full refund.

As mentioned already... eBay protects against this sort of thing. If your item isn't as described, you can return it and obtain a full refund. Sure, it's an inconvenience. But you'll get your money back.

You have a couple of options...

If you think you can service this item or get it serviced at a price you're comfortable with, explain this to the seller and suggest a partial refund.

Or...

Initiate a return request, return the item and get on with the rest of your photography. Don't give it another thought... it won't be the last disappointment you have with equipment bought remotely, so roll with it
I just started buying vintage lenses off of Ebay. Unfortunately, my experience hasn't been pleasant to say the least. The seller knew that the item was used. The optics had his fingerprints on them. He also used a sharpie to cover up a scratch. If you look at his reviews another poor soul was affected. I gave them the benefit of the doubt. Yeah, from now on I'm going to be making sure they have a decent amount of customer feedback that is 100%. I have seen some with 100% with negative feedback. Not sure how they got around that. I wouldn't be surprised if half of their positive reviews were fake. I really wish Ebay would implement a filter for top rated sellers.

What exactly are you purposing? Are you saying to take the C/Y mount plate off of the focal reducer that I have, and place it on a EF focal reducer? What if it doesn't line up properly?

I'm suggesting that you can adapt the CY lens to a more available mount with a normal adapter, which increases the availability of potential focal reducers. It's hard to find a CY-E focal reducer, but it's not hard to find an ef-e focal reducer.

Sounds like a good idea. However I'm not sure how stacking that adapter with a focal reducer will effect the photos. I might lose the stop that the focal reducer gives.

Open a refund. If they refuse, then eBay's buyer protection should cover it. Hopefully they'll refund your money without requiring you send it back. In which case get some penetrating oil to loosen the rust and see if you can clean it. I wouldn't try to open it if you're required to send it back for refund, why give the seller an excuse to deny you a refund and the expense of return shipping.

Not sure if he is trying to screw me over again. My question to you guys is if I revise my feedback, and he decides to not follow through with his word can I change my feedback again to a negative?

He's trying to trick you. There is nothing you can do after you changed your feedback!

You tell him that you will change feedback "AFTER HE HAS REFUNDED YOU!"

You also can even write more in your feedback now (but not after you changed it):

I would agree. The onus is now on the seller to make amends by refunding you first. You should not have to go through more hoops.

I gave him that ultimatum. So far he hasn't responded. Guess he doesn't take this seriously. I wonder how many other people he has tricked. Ebay should just IP ban him. That way he doesn't come back.
