I suggest that the OP concentrate on what photographic goals exist

does a wide angle lens serve

the 15mm and 21mm comes to mind

31mm is very close to the top of the old range ( 35mm ) for a wide angle

and then you have the factor of the ASP-C sensor to consider

I would urge the OP to consider what this article says about the " differences " between the SMC and HD DA Limiteds

I have chosen to stay with my SMC DA versions

will the change from SMC to HD in the FA Limiteds make more difference, we don't know yet

confession time: I have trouble accepting the F DA and the Zoom into the Limited family
The only HD version I am contemplating is the 31 unless I can track down a silver smc version. And I will probably end up with both the 31 and 21 but for now it’s more of I can only buy one. Given the lenses I already I was thinking the 21. Now being that the 21 isn’t out yet it could very well be another year then I pick up the 31 and patiently wait for the 21…

I own both the FA 31 and FA 43. I find them significantly different. I suppose you could easily crop images from the FA 31 to fit the FA 43, but if I'm a crop phobe --- I don't like wasting the pixels. I shoot FF primarily to have the option of printing large (which is helpful for selling images online). Otherwise I'd just shoot APS-C (it's lighter and less expensive). If I'm going to buy an expensive prime lens, I want it to cover a focal length I'm comfortable shooting all day. I'm not, for example, comfortable shooting at 77mm all day. That's a focal length that, while I'm comfortable visiting now and again, it's not a place I'd like to hang for any period of time. So for this reason I would never buy the FA 77; nor I do I believe Ill get the DFA 21. I just wouldn't use these lenses enough to justify their expense. So that's really what comes down to any lens, especially expensive lenses: will you use it? "Coverage" is a false ideal if you're covering focal lengths you rarely use.
