If I would have to decide between the 16-45 and the 17-70 I would buy the 17-70 anytime over the older modell. It has a longer reach, the same max. aperture and all reviews I've seen so far attest for higher image quality, too. Obviously reviews are often either opinionated or only valid in very special test environments - but they are at least an indicator. The only thing, that would prevent me from buying, would be , if I used a body without SDM...
