3mm makes a difference sometimes with lenses 28mm and wider imho. I have a 28mm, I wouldn't go for a 24 rather I'd buy a 20mm or something wider to make it worth the cost.

Finding anything "cheap" under 18mm is going to be hard to find.

My only lenses below 18mm are:
Zenitar 16mm f/2.8 fisheye
Sigma 17-35mm f/2.8-4 EX DG
I was lucky to get the Sigma zoom at a decent price ... and the Zenitar F/E is pretty nice as well ... and it can be used without a dramatic Fisheye effect as well ... it depends on what you are shooting though.
