Technically only the SDM, all DA* are SDM (in lens motor).

DA* is a bit heavy because of SDM. and also faster than WR. IQ is debatable as of the moment.

DA* iq is supposed to be really good while WR is just a WR upgrade of the normal (good) lenses. 16-50 is a bit suspect honestly.... although people that have good copies seem to love it.

Metal v Plastic

The DA*s I'm familiar with are largely built out of metal, while I assume the WRs will have more plastic and lighter construction like their original versions. Sometimes light weight is good, but they use metal for the top of the line for a reason.
DA*s are usually internal focus which helps reduce the amount of air that has to be pumped in and out of the lens each time it focuses, thus reducing dust contamination. Weather seals used on the WRs must be able to pass air to allow for the change in size with focus and zooming, but then the DA*16-50 has to be able to do this also.

The "*" lenses have a long history of being the finest quality lenses Pentax makes in terms of both build and optics. The recent ones also happen to be weather sealed and feature SDM. The WR lenses are simply sealed versions of more ordinary lenses.
