Why doesn't Tokina make Pentax mount APS-C lenses?

Especially 11-16mm F2.8 looks attractive - performance & price. Meanwhile, Tokina is using Pentax designs to benefit Canon & Nikon users. Why not make 11-16mm available to Pentax users? What is Hoya thinking?

Maybe this question has been asked before. If it has, can anyone post me a link?

The assumption is that Tokina probably has a non-competition agreement with Pentax that prevents release of some of the lenses. But really, no one knows the story with the 11-16.
