Another banding question -- crosshatch pattern?

Another question about scanner banding from 35mm negatives... I've looked at some other threads & haven't seen the same problem. It isn't giving me a lot of trouble, but I am curious.
In the light areas of some scans, there is a cross-hatch pattern at high magnification. On the first one I noticed, I thought I might have shot it through a screen (can't remember) & the high resolution picked it up. However I've seen it on others. Hope I've done the attachment thing right, but I'm not sure it will even show up here. Basically it's just a cross-hatch of coloured pixels, noticeable in the light areas, & covers the whole area as though it had been shot through a screen.
This one is a 400% magnified area of shaded snow (yes, it's blue; from the initial scan without any colour adjustment). It shows up better depending how I tilt the laptop screen.
I'm using an Epson V700, scanning for 12x18 at 400 dpi. The "finished" size is 10x15 at 300 dpi, & at that point it doesn't show anymore.
I saw someone in another thread mentioned fluorescent lights could cause interference with scanning? More info please? The room just has compact fluorescents in the fixture overhead, & nothing else running but my laptop, and, all the pix are scanned in the same place but the pattern doesn't show on all.
Anyone know what this is?
(Edit... no, it doesn't show well here.)

scanning for 12x18 at 400 dpi.
One thought: Instead of scanning to a particular (output) size, try setting the actual scan resolution (input) to a multiple of 300 that gets you close to your desired output size. In this case, probably 4800 dpi.

But, I have to specify a target size and a dpi in the settings box.
So would you leave the size at default "original" (which is the 35mm negative size) & just set the dpi?

I'm not familiar with the software, but it sounds like that would achieve the same thing.

Set resolution to the desired value and scale to 100%. Leave the target size as "original" and don't worry about the W x H values. (The are determined by the dimensions set for the scan area.)

WOW! Just noticed! This post makes 9000 count!

You're looking at the thing at 400% magnification!! You're seeing pixels, is what you're seeing.

The attached is a 400% view of a 6x9 120 B&W film scan I made over the weekend with an Epson 4490 @1200DPI
By contrast, a 400% view of an image made with a K100D that was first downsized approx 50%

ERM never mind that didn't work out. Take any image and look at it at 400%... scans tend to have that square cross hatch pixelation

Holy Moly Steve, looks like I just passed the 9,000 mark as well!

Yes, I blew it up to 400% in hopes it would be something that would show up if I posted a screencap. I only go to 200% when doing touchup, to check for little specks, & that was where I noticed it. Was just wondering what caused it since it doesn't seem to be in all my scans.
