To lower the b&w dev costs, look at Reinhold's Caffenol, Dirk's Caffenol and the the cookbook bible...
...or process (single-use) with a commercial liquid developer requiring very small amounts per roll. A 1 liter bottle of HC-110 (U.S. version) will last for a year or more without going bad and is adequate for at least 128 rolls of 35mm film at the standard ("B") dilution. At current pricing that is about $0.20 USD per roll for developer.

(...even assuming cheap coffee, Caffenol is not particular cost effective in its more usable formulations...)

But better for the nature...
Add coffee (less than 0.10 € per film), you add water free washing soda (0.02 € per film) and ascorbic acid (Vit C) (0.08 € per film).
Same price but no disposal needed !
