What's happened to these negatives?

Chemical reaction I presume.
Not all is lost though.

You never get it right to total satisfaction but you can go a long way to improve your scans in just seconds.

The Plugin Site - ColorWasher - Main

And a bit of a touch up here and there in Photoshop (or any other )
