AFAIK the program-line is disabled when overriding Hyper-program settings and going into Hyper-Av or Hyper-Tv. Settings will then be the same as in Av or Tv.

The only way to use program-line and be able to adjust exposure is when using P-mode with P-shift or Sv-mode. (At least it has been working like this on cameras before K-5).
