I was running 1/90 and 1/125 at f/4 at iso800 on a slightly overcast day and still couldn't freeze motion with the lion dancers (dragon dancers were even worse)-:
Around 1/200 and 1/250 sec
If you want to absolutely guarantee freeze motion you need 1/500 or better I think.

I like a bit of blur, to emphasize motion. I did get plenty of perfectly frozen shots, I just don't like them.
