It's really hard to make a final judgment with the sample photo. However, if you're really determined to fixing this, and you have access to the original location, you might save yourself alot of trouble by going back to the point of reference and taking another shot(using the same lens etc). This way you can take care of most of the blown-out elements in the scene and put your focus on the subjects.
Aside from this, I think it's quite possible to retouch the subjects with a little TLC. Though if you had to include the background, then that could require a substantial amount of work and experience. - that is without seeing the original image of course.
