May I (with all due respect) declare your observation,
Baloney !! ? If Adobe did this it would kill the product and Adobe. Should the final version is not ready, all they need to do is extend the drop-dead date electronically.
Currently, I figure LR4 is about 98% complete with only minor tweaks remaining. It runs a bit slow now due to Adobe's error tracking tools. These tools are built into the program to help them understand a glitch, if it occurs. I work LR4 pretty hard and have not found anything materially wrong with it.
Get LR4 and don't look back.
