Is it sensor stain?

I have switched 2 different lenses and used sensor cleaning but the spots are the same.

No, that looks like dust. Try using a rocket blower to clean your sensor.

They disappeared at F8 or wider. I just wonder if they are dust, will they disappear at wider aperture like the stain?

You just have dust, that is not stains. Stains have a distinctive spot in the middle and dark halo around them, and they typically appear in strings. Dust is typcially a solid spot(s) and don't usually form strings.

And yes, it is normal for dust to be more visible at smaller apertures.
