If we're looking at short work on APS-C, then 14-15mm are pretty outrageous, and 21mm is pretty good. Again, I don't have the fancy stuff, but my PKM Kiron 24/2, and M42 Tokina 21/3.8, and PKM Zenitar 16/2.8, cover the territory distinctly and nicely, if not quite as elegantly as my Tamron 10-24.
Those are nowhere near 'normal' -- unless we get used to a certain focal length and *perceive* it as normal for our use. Why, leaving my DA18-250 locked at 18mm just seems normal...
