User setting?

Is it possible to have fixed value programmed into user settings? Such as dictating the shutter speed at 3200 and ISO at 80?

maybe it work by setting in Tv mode to 1/3200 s an manual ISO to 80 and then save to a USER mode.

I have set up my by just doing it, didn't do anything special...
