actually not. if they follow any standard on software development, then the regression testing can be extensive even for a simple change, however, many of these perceived or theoretical "bugs" are almost impossible to replicate, and therefore the testing to validate that the bug has been fixed can be very expensive lengthy and labor intensive, for testing.
