As a guide, you aren't going to have time to mess much with the camera or covers so a WR lens is a good idea to protect it from the splashes that are inevitably going to happen. I think the 18-135 would be a good choice and 18mm should be wide enough for close quarters shots most of the time. A decent waterproof camera like one of the WG models might be handy to have along as a backup.

Check out the WG4 & WG3

and will probably save you money and do the job reasonably well.
My first Pentax digital camera was a WR33 for use on and around my sailboat. I used it on my first trip to Greece where I would also be sailing some but also a lot of land based (read as dry) sightseeing. It did fine in all respects albeit 3.0 MPX. I still own and use this camera frequently as my "boat camera".
