I think the image is pretty engaging.
Originally, I didn't mind the bluish/cyan cast because it was shot at night.
Quite frankly the image is really nice.
But, if you want to neutralize the image, as per desire to have shot it in RAW, (I re-worked your image in CS2) just use the color correction section of your image editing software and add as much yellow in as you are comforatable with without having any yellow appear in the water (the concrete will take on a slightly yellowish hue) highlights. Then add a gentle touch of red and the image begins to pop a little more.
