Banovina building is located on the right bank of the river Nisava, near the entrance to the fortress. It was built in 1889. for the purposes of Načelništva Nis district and in addition to its architectural beauty, has an important role in the history of Nis, Serbia.
At the beginning of World War I of 26 July 1914th until October 16 1915.godine Nis was a "war capital of Serbia " and this building was located seat of the Serbian government and the Ministry of Foreign Affairs. The Tuesday 28 July 1914th here came the official declaration of war against Serbia from Austria-Hungary, in a way unique in diplomatic relations-by telegram. A telegram was received by President of the Serbian Prime Minister Nikola Pasic.
This building is 4.septembra 1914 signed the "Agreement between Serbia and Albania" also known as "Nis Agreement" signed by Esad Pasha Toptani and Nikola Pasic and involved a joint defense, customs and common representation abroad. The agreement was very important for Serbia in the winter of 1915, when the Serbian army retreated through Albania.
The second phase extension started in 1930 when I became the capital of Moravia Nis banovine, eventually in 1935 the building received its current appearance. After World War II, it is the County seat was located, and since 1966 the seat of the University.
