You end up with whatever the hell this is:

I'm not exactly clear what I did to make it look like that but there are WAY too many strange tools. I was actually using GIMP which I hate for various reasons but its what I have at the moment, need to eventually get PP.
EDIT: after reading quite a number of fact based reviews for elements 10 I DONT need to get PP, and CS6 is a joke of a price, I'd rather buy a used K5 in a few months for the same money.

It's certainly has a different look and many may like it.I use Paint Shop Pro but "Picasa" is what I use for a back up and it is free.It may be worthwhile to check it out.---charliezap

Its boredom, not art, I don't even really like it, it just entertains me.
I was just researching paint shop pro, if anything I would get version X3 ultimate because its selling for $14 new on amazon and I'm reading X4 went to a different interface of the sort that would make me bash my computer to bits against the wall. That and doubled the adware and spyware.
EDIT: screw it, going back to, only went with GIMP for raw support which turned out to be just a clunky seperate attached program anyways and not actual support.

It may be just my eye but I think the White Balance needs a bit of adjustment!!

I love it when people post images like this. Sometimes I also post pictures I don't particularly like or that are just plain weird. What's interesting is that even if you don't like them, they'll strike a chord with someone else. This one isn't my cup of tea (as far as the hanging on wall test), but it's fun to look at and has high nerd-dom interest. :-) Makes me wonder what you did.

You do have other cheap options available though. Try Aftershot Pro (formerly Bibble), or Sagelight before resorting to Sagelight is really nice, not well known, but does support most Photoshop plugins. It doesn't just support raw, it IS a raw editor. That's its primary function.
