It was a British Idea. They also created a time piece used as a cannon. James Bond had one I believe.
The practice of firing a gun at noon was widespread in European garrisons, but particularly port garrisons. At one time, the signal was made from a
man o'war and only later taken over by the military garrison. According to written records, the Halifax gun was fired from the ramparts of the third citadel. The present citadel was declared complete in 1856 and it was from this year that tradition holds the signal came from the Garrison artillery.
Check out Google if you are curious, quite the stories and pictures. The replica gun now in use was sent to Ontario (Collingwood and Lanark by times) to be reconditioned and modified with a steel liner. The testing afterwards went off with a bang.
