I have no idea why there were dozens of unattended white ring buoys floating down the Mississippi river in Minneapolis, MN; I have never seen it again.

That's perfect, the way the dip in the plants mirrors the arch above. Awesome!

As for the tubes... maybe... could it be?

Too funny! Perhaps a re-name IS in order; River Rapture, or Snatched - the Floating Faithful.
