I used to meter off the brightest area of the sky near the sun and still do at times but now I usually just underexpose 1-2 stops and see what I get. Works for me most of the time but, as you can see between the different exposure on the first two, it isn't a perfect system. The beauty of digital - you can just take another one.
The EXIF for the first shot for example:
ISO 800
Exposure 1/180 sec
Aperture 8.0
Focal Length 250mm

Exposure Program 0
Exposure Bias 0.0
Here is the EXIF for the second shot:
ISO 80

Metering Mode 2
Exposure Program 0
Exposure Bias -2.0
Yikes, I just realized I must have handheld the first shot and that is why the ISO was so high.
