Their heads are usually not that yellow. I think it is mating season and that is the reason for the vibrant yellow. I'll have a look and see if I can find a shot of their normal color.

It's hard to look at a pelican without smiling. This one is more colorful that the ones we see around here, but still just as comical. Nice ones, Susan.
