It's an intriguing photo - but I don't see water flowing, I see a rib cage.

I could be wrong but I think it's dirty water flowing through a clear hose that has a metallic or plastic reinforcement molded into it. The reinforcement is either parallel rings or helical in form like a large spring.

I think we need a wider shot to see exactly what it is.

It's sort of a 'water-screw'. I don't know exactly what to call it - English is not my first language.
It was rotating quickly while I took the shots (It can be done manually). I guess we could call it a 'gadget' that the community
installed for people to enjoy on their walks along the river.
