I have looked at your other posts and find you have photos showing the delightful character of your town. May I suggest, when the skies are mostly dull, your strongest photos are the street photography showing people instead of static shots of the houses and buildings.

Even during bad weather you may also find a stronger shot can be made moving in a lot closer to people and the details in buildings while leaving sky and surroundings out of your frame.

I find your photo very interesting. Having Norwegian heritage, I have a particular curiosity. There are no towns like this here (that I have seen). Thank you for posting!

I'm not too bothered by the dull sky, I think the color compensates. If you wanted to make the sky more interesting though you could maybe use a graduated filter or brush I suppose. But if I lived near here I would be taking lots of pictures from this spot. Each would have its own character, depending on the sky, the time of day, the wind, and perhaps the boat traffic in the harbor. Post a series!

I thought about this too and using a graduated ND is very good advice. It would help you retain more detail in the clouds while still exposing properly for buildings in your foreground. You may find a polarizing filter to be a great addition also for its ability to cut through haze and increase color saturation.
