I've seen Pentaxians like this too. I imagine the choice of brand is not so important for preventing this.

So why is he taking pictures of people headed to the restroom (WC) with slow shutter speeds?

That is the mystery. The light was good enough. May be his camera only works with slow shutter speed? :-)

I think the image stabilizer is not in the lens but in the tripod. It's the latest development from Canon.

Slow shutter speeds are sometimes the best way to remove people from your photos.
Diocletian's Palace in Split is a very crowded place with very narrow streets. Also, there are very few back alleys there; FWIW the WC sign could be in the middle of crowded street.

We're talking somewhere in the tens of seconds to do this, aren't we? That means either night-time at low ISO or a multi-stop neutral-density filter.

It's also very dark there. But yes, with a ND filter you'd be able to get something workable provided the streets are not too busy (and they are).
