I did stints in Malta in 2009, 2010 and 2011 and these old buses were there then, in fact this was taken at the main bus terminus at Valletta.

I understand now that they bought a new bus fleet from a Chinese bus manufacturer and so they look like any other new bus anywhere else in the world.

No its another bus parked directly behind, this is at the main bus terminus at Valetta.
