Could it be a hydrant for the fire services? They have no qualms with gaining access through a car in circumstances like this.
Yes, it's a standpipe. That is a dry pipe within the building. Typically, it may be connected to hoses on each floor. If not, there are connections for the fire department to attach their own hoses on each floor. So, the pumper pulls up, connects to the hydrant, connects to the standpipe, then provides large volumes of high pressure water to the firefighters on each floor.
The fire department would either bash out the windows to connect hoses if there were a car parked there (typically large diameter relatively rigid hoses are used there) or they'd just use the truck to push the car out of the way. Either way, a car parked there won't be in good shape if a fire occurs.
