When you see them this close and at this size... they definitely look bad news.

That's a male wasp and they can't sting. (You can tell because they have 13 segments on their antennae instead of 12.)

In a former life I spent years studying these creatures. The 13 vs. 12 segments is true if hard to spot at a safe distance. What is easier to spot is that the longer antenna of the males end in a little curve whereas the shorter antennae of the females are more club-shaped.

That said, the males will act like females if you pick them up. They will look like they are trying to sting even if they can't.
