It looks like a Vespula germanica because of the continuous yellow band behind the eye. This is a diagnostic feature we use in New Zealand to differentiate between two introduced wasps - V. germanica and V. vulgaris (="Common wasp").
Thanks for the information. Much appreciated. This was on the shore of Lake Taupo in a spot with boat access only. There were very few wasps at the water's edge, where we were. However, the nest was not 10m away. (As I found when I stepped away from the lakes edge to go and have a leak. The (hundreds) of wasps had themselves a neat flight path down a gap between the trees, a wasp highway, but directed away from where we were. They were happy to leave us alone, except for the odd one that came over for a sip of beer or fizzy. DOC would do well to set up some baits. I believe this is being planned for some time in February.
