A mixed blessing to be sure, but at least with the minimal gradient on the Coastal Plain, water goes nowhere fast.
Same here - we live about 20 feet above sea level, so water is not particularly disposed to disappear quickly. Fortunately, we live in a relatively high spot, so we only experience very short-term street flooding, which dissipates within a few minutes after the rain abates.

Thanks very much for the kind words. We've had a generally beautiful, warm and sunny winter - punctuated biweekly by heavy rains that last a few hours.
