Thank you. I was bit shocked when I saw see this and decided to just point and shoot. Also great was the couple were color coordinated.

Interesting, indeed. As Francois says, the irony of the stony-faced couple resolutely planted in the street, while other folks appear not to notice! The shots also beg the question, what's going on?

Whatever it is, it's not a sign of competence on the part of city managers. The garbage on the sidewalk behind them is as surprising as the people in the street.
