Thank you. I was bit shocked when I saw see this and decided to just point and shoot. Also great was the couple were color coordinated.

Interesting, indeed. As Francois says, the irony of the stony-faced couple resolutely planted in the street, while other folks appear not to notice! The shots also beg the question, what's going on?

Whatever it is, it's not a sign of competence on the part of city managers. The garbage on the sidewalk behind them is as surprising as the people in the street.

Here, whoever put it there would have been required to rent a dumpster with fencing around it. If it was left until nightfall the city would have cleaned it up and sent the property owner a bill.
