What do those pigeons know that I don't know? What is hindering cat & kitten from going after them??

It looks to me like the cats have spoiled the pigeons' lunch time and they are waiting for them to leave. I have a cat that lays under a bush only a few feet from my bird feeder, and the squirrels and birds know exactly where they need to be to get away from him.
