Curious why so high of an f/stop and not more shutter speed?

Thanks for commenting UncleVanya...this trip was the first occasion to use this lens...I tried various f-stops to determine the best starburst effect.

I found that the quality of the starburst went down when too much light was present (spots appearing)...I was exposure compensating up to -4 stops with these shots...because it was at the wide end of the zoom (for the composition) I couldn't work it much more.
