These are actually the buds of a Red Acer.

Had to check with Mrs. Google to discover that your best bud is what we call a Japanese Maple. The hooves badly need trimming; at least you don't have to worry about the tree stepping on you or pushing you up against the corral while you try to use a cutter and rasp.
