Nice shot Ray, I might be wrong but they look more like Paper Wasps to me.

You're probably right, I didn't do any research, I was just trying for a pun.

The interesting thing about these guys was that no matter how close I got, or even if I disturbed the leaf they had attached their nest to, they didn't move more than a fraction of an inch. It was almost like they were in some kind of trance or hibernation stage.

I got some in the shed at the moment ... and I can tell you I don't get that close either.
