Great shot! Yes, there has been great debate whether to rename this species the Ring-billed Duck instead of Ring-necked. But nomenclature in biology has a strict policy that priority for naming rests with the discoverer (note: obvious cultural bias here since Europeans were NOT the original human discoverers of almost all North American species). So the faint chestnut ring around the base of the neck that is only seen if the bird extends its neck is what the original name memorialized instead of the easy to see rings around the bill.
