It took me a while to notice this as I was concentrating on the street composition, then I re-framed it.

Looks like Banksy... little girl is the UK letting go of the EU via Brexit.

Yes, the EU is floating away. There is a moniker bottom right, so the artist identified his or herself and it is reminiscent of Banksy. I'm not sure Banksy leaves one though.
