It was actually cut like that, to speed up decomposition and colonisation by fungi and bugs.

This is a "why".
You saw it as an interesting sight apart from that, I'd guess.

Very interesting notching. First I've seen, but as KD says it is to increase decomposition, etc...and I suppose that notching is a good way to increase the surface area for nature to take it's course.
