It involves compositing two filter modes (dry brush and find edges), flattening, then duplicating that layer and compositing it again with the original image and playing around with saturation at each step.
I tried to pull the whole history out of the Log but managed to mess it up somehow, so don't have the exact settings, but this is approximate sequence:
copy original (layer)
filter>artistic>dry brush
image>saturation up
flatten
copy layer
filter>stylize>find edges>opacity down
image>saturation
flatten
copy layer>opacity> flatten
Here's another using the process, this time emphasizing the "find edges" (twice), on either side of the less saturated dry brush layer, then filling in with color for the shadows and background,
